§ 2-3-30. Town Treasurer.

  • (a)

    Appointment. The Board of Trustees, at its first regular meeting after each biennial election, shall appoint a qualified Town Treasurer. In case a vacancy should occur in the office of Treasurer, the Board of Trustees shall appoint a Treasurer for the unexpired term.

    (b)

    Oath and bond. Before entering upon the duties of the office, the Town Treasurer shall take an oath of office and shall be bonded in the amount of at least fifty thousand dollars ($50,000.00), to be approved by the Board of Trustees, conditioned upon the faithful performance of the duties as Town Treasurer. On vacating the office, the Town Treasurer will turn over and deliver to any successor all Town monies, books, papers, property or things belonging in the Town Treasurer's charge.

    (c)

    Duties. The Town Treasurer shall perform the following duties:

    (1)

    Pay from the treasury such sums of money as may be ordered by the Board of Trustees or employees in accordance with the Town's purchasing policy, and the warrants and checks therefor shall be signed by the Mayor and countersigned by the Town Administrator/Clerk and shall state for what purpose the money is appropriated.

    (2)

    Keep the account of each fund separate and distinct from all others, charging such fund with all payments and crediting all monies received on account thereof; and upon all warrants and checks payable out of any particular fund, there shall be legibly written the name of the fund out of which same is payable.

    (3)

    Annually by March 1 after the close of the fiscal year, make out and file with the Town Administrator/Clerk a full and detailed account of all receipts and expenditures of the Town and all transactions as Town Treasurer during the preceding fiscal year, and shall show in such account the state of the treasury at the close of the fiscal year. The Town Administrator/Clerk shall immediately cause such account to be published in the Town or posted if no newspaper exists in the Town as provided in Section 31-20-304, C.R.S.

    (4)

    If there are no funds in the Town Treasurer's hands for the payment of any Town warrant or check presented for such payment, register such warrants and checks in a book to be kept for that purpose, endorse upon such warrants and checks so presented the time and date of such registry and, whenever such warrant or check is paid, enter the payment and the amount of interest allowed or paid on such warrant or check in the registry.

    (5)

    Solicit bids for the annual independent audit of Town accounts to be approved by the Board of Trustees, and coordinate and respond to all requests by the auditor during the course of the audit.

    (6)

    Perform all other duties, keep all records and make all reports that are required by other provisions of this Code or by state law. (Ord. 7-1997 §1, Ord. 11-2007 §1)
