§ 2-13-20. Membership.

  • The Wellington Parks Advisory Board ("PAB") shall consist of five (5) to seven (7) members appointed by the Mayor and approved by the Board of Trustees. One (1) member of the Board of Trustees may be appointed by the Mayor and approved by the Board of Trustees to serve as a participating representative to the PAB. The Wellington Parks Advisory Board shall appoint a chairman to serve annually for each calendar year and may establish bylaws to address governance of the Board. Members of the PAB must be eighteen (18) years of age and must meet one (1) or more of the following criteria:

    (1)

    Residency within a seven-mile radius of the Town; or

    (2)

    Ownership of a business which operates in the Town and holds a valid business license issued by the Town; or

    (3)

    Employment within the Town by a business holding a valid business license issued by the Town; or

    (4)

    Employment or enrollment by a school operated by the Poudre R-l School District and situated within the boundaries of the Town.

    a.

    Members of the PAB shall serve a three (3)-year term, and such terms shall be staggered as established by resolution by the Board of Trustees. The terms of any representatives(s) of the Board of Trustees shall be conterminous with that member's term on the Board of Trustees. In the event of a vacancy on the PAB Board, the Mayor, with the approval of the Board of Trustees, shall appoint a successor member for the balance of the vacant PAB Board member's term. In the event of a Town Board of Trustee representative vacancy, a new Trustee representative may be appointed by the Mayor and approved by the Board of Trustees.

    b.

    PAB members may be removed by the Board of Trustees for neglect of duty or malfeasance.

    c.

    PAB members who wish to resign from the PAB must provide written notification of his or her resignation to the PAB, which shall be forwarded to the Board of Trustees.

    d.

    The PAB encourages and may solicit volunteers as necessary. The PAB may decline service by any volunteer for good cause. Volunteer members need not be residents of the Town.

    e.

    PAB volunteers may participate in all discussions before the PAB and serve on committees as appointed by the PAB, but shall not have a vote on motions before the PAB.

    f.

    All members of the PAB shall serve without compensation.
